Know Your Rights

You have a right to emergency shelter

Shelters are open to everyone. No ID required. No questions asked. Service animals welcome. Shelters must be ADA accessible.

Comply with evacuation orders

When the Mayor orders an evacuation, you must comply. Violating an evacuation order is a misdemeanor. Once the order is lifted, you have the right to return to your property.

Your landlord cannot lock you out

If flooding makes your rental uninhabitable, you can stop paying rent by giving written notice. Your landlord cannot change the locks or remove your belongings — they must go through the courts.

No price gouging

Businesses cannot raise prices on food, water, gas, building supplies, medicine, or hotel rooms during a declared emergency. This is a criminal offense.

FEMA help is available

After a disaster declaration, you can apply for grants (not loans) for housing repair, rental assistance, personal property, medical costs, and more. Self-employed and gig workers qualify for Disaster Unemployment Assistance.

Immigration status does not matter

Emergency shelters, food, and disaster relief are for everyone regardless of immigration status. FEMA will not share your information with immigration authorities. ICE and CBP do not operate at shelters or evacuation sites.

You cannot be forced to work during an evacuation

If a mandatory evacuation order is in effect, your employer cannot require you to be in the evacuated area. You have the right to refuse dangerous work. If you lose your job, you qualify for Disaster Unemployment Assistance.
